The vehicle is moving but looks as if it is stopped.  I focused on the spot and then panned (moved the camera pointed at the vehicle as it moved) until I took the photo near the focus point.  The shutter speed was faster, but not as fast as it would be needed if I took the picture as the vehicle moved through the spot where I focused.
